Assign Resources to Project in Dynamics AX 2012

Experts,

when i assign workers to a project and then in WBS when i select the resource dropdown , it does not list the assigned workers. The list is empty. at the end of the list when i select view workers, it displays only 5 workers only which i did not assign to project. please let me know how to setup workers for projects.
