Operation level issue in ax

Hi,

I am having issues in production module,suppose if an item needs to 4 different operations,i have defined the 4 different operation in routing.

when we close first operation with good qty as 4 then next operation qty should be same or less than the previous operation but now ax allow even more than 4 qty. how to resolve this issues
