Using Dynamics AX 2012 Security Tool

Has anyone used the Dynamics AX 2012 R2 Security Tool to define roles in AX 2012 and then put them into a model so that the roles could then be imported into other environments?  We have been trying to do that but just realized that each time we modify a role within the group of roles in the project and then compile that project and import it into a new environment, it overrights the role from the time before by the same name and we lose all of the associations between that role and the users and other associations with AX 2012. 

For example:  We create a role called ACME_PO_Approver.  We then import that model into an environment and the role shows up and works.  We then assign that role to users and set some other security information such as privileges and LBC approvers.  For some reason we want to modify this role back in the development system and do so and then re-import the model and re-apply it to the same environment.  The role is there (with the same name) but all the associated information is gone (users associated to the role as well as any other associations).  We were told this should work but it seems to me that each time we import this model each role that has had changes overwrites the original role and all associations are lost.  Is that the way it is supposed to work?  We thought we could develop our roles and then export them as a model and import them into other test, UAT and Development environments but that does not seem to work.  Any comments would be appreciated.  Thanks in advance.
