The Dynamics AX 2009 AOS does not start with "The license information can not be decoded" error

Hi All,

We have 3 PROD AOS but one of the AOS thorows this error "Object Server01: The license information can not be decoded. "

We are not able to find the "CryptoAPI" as a file on the hard drive as suggested by this below linked blog. (CryptoAPI  not found in All AOS or any of our test VMs or AOS) Please help me to get the file and also let us know is there any work around for the same.
