Production Order explosion Critical on-hand inventory not settling, but have inventory

I have a Production order where I am seeing that the on-hand settled for a few items that compose the BOM do not pick up that the inventory has been allocated.  See the image below:

However, when I look at the BOM for each of these items (using 77811 for this example) and view the BOM -> Inventory ->Reservation, I clearly see that I have enough Available for reservation and it looks like it actually does the reservation to allocate to this Production order.  See image below:

Can anyone suggest where I should look to figure out why this is happening on only a few items when most of the other items in the BOM work just fine?
