Production order not creating automated wave and work

Hi All, 

I'm using items setup to use Warehouse Management and configured the following:

1. Bill of materials 

2. Wave templates

3. Location profiles and directives

4. Work templates

5. Mobile device setup to process work

6. Work user setup

There is no quantity in the production input location, and we are not using routes. Why is the Wave and work not being created automatically when I  release the production order?

Any insights would be helpful!
