Master Planning issue

Dear All,

I am having an issue that master planning is not suggesting the plan purchase order and I am not getting why and where to correct the setup. my setup defined as below. if look into first table for last item I have 0 on hand where master plan should create two suggestion one for plan transfer order and other is plan purchase order. but I am getting only on plan transfer order. the rest is perfect. in short where 2 or more suggestion required it give only 1.
