Vendor payment proposal is empty

Hi all,

Would like to find out whether this is a system bug or normal system behaviour.

When i execute the payment proposal for vendor with following criteria, system always return empty payment proposal:

- Vendor hold: No

- Vendor hold release date: Any date

Found out that when i empty the "Vendor hold release date", the function return result. 

Question is what is the logic behind the this "Vendor hold release date" that caused the payment proposal to be empty?

Our AX version is AX 2012 R2 CU7.
