Quarantine Order Inventory blocking issue

Dear All,

              I am using dynamics ax 2012 r2 cu7 and facing an issue that when I register the material from purchase order it automatically create a quarantine Order and then I have to create a quality order from quarantine order.

now the issue is material register as quarantine on QC warehouse but still I can create a packing slip where as it should not allow me to do that till the quarantine order get closed.
