Can we create custom workflows on existing forms?

I have a requirement in which I have to create a custom workflow for a master data form and by default no workflows are available for it. I couldn't find any documentation on the topic and enabling the workflow on form via extension seems to be not possible.

Any suggestions would be much appreciated (Without OverLayering).
