Automatic inference of permissions question

I'm going through the article in the MSDN learning about automatic inference of permissions.  In the final example there is a matrix crossing the Form *Permissions properties versus the Menu Item *Permissions properties showing us the resultant selection sequence. 

I don't understand why the Update operation was selected, and thought Create would have been in it's place.  There is a security concept that I have missed!
