Error acces denied after install SCDPBundleInstall

I have an error

Access to the path 'J:\AOSService\PackagesLocalDirectory\SCMMobile\SCMMobile\AxLabelFile\LabelResources\en-US\CostAccountingMobile.en-US.label.txt' is denied.

After install hotfix. This is my command

J:\AosService\PackagesLocalDirectory\Bin>SCDPBundleInstall.exe -install -packagepath=c:\temp\HotfixPackageBundle.axscdppkg -metadatastorepath=J:\AOSService\PackagesLocalDirectory
Access to the path 'J:\AOSService\PackagesLocalDirectory\SCMMobile\SCMMobile\AxLabelFile\LabelResources\en-US\CostAccountingMobile.en-US.label.txt' is denied.
