Could Not Reopen Quality Order

Dear Experts,

I use Microsoft Dynamics AX 2012 and I have some problem when Reopen Quality Order

Get this error message : Cannot create a record in Inventory blocking to quality order relation (InventBlockingQualityOrder). Quality order: QO19024091, LOT9468374.
The record already exists.

If you have any solution and recommendation please kindly help to solve this issue
