Resolving low to no inventory problems and factoring lead times

Currently we run Min/Max Master Planning but we don't have a reliable way to ensure the item coverage can cover lead time. 

For example: If the lead time is 3 weeks out and in week 2 we hit the minimum. We'll be 1-2 weeks with no supply because lead time wasn't factored in. Currently, I calculate this based on usage reports and adjust Mins manually but we use 1000+ different parts in a given year and there's always items that come into play. Due to the impact of particular items and using them once or twice a year an auto adjust of all Min/Max is not viable. 

A few notes about our system:

Sales orders are not handled by AX so I don't believe I can use demand forecast. (This data is not keyed into AX)

I believe I might be able to use supply forecast but I keep running into dead ends. (I only have warehouse transfers to use and lead times but I don't see any graphs or calculations when I'm trying to look at supply forecast.)

Is there a feature in AX that can create planned orders that uses lead time and transfer orders as variables. I have tried several scenarios. Implementing lead times, adjusting time fences and still MP only triggers when Min is hit. 

I need the ability to enter a lead time of 8 weeks and when master planning initiates it looks at the average (daily/weekly/monthly), creates an order to ensure on-hand inventory covers lead time and fulfills max order quantity.
