The PO line has an amount but error stated, "the Accounting distribution form is not available because there are no amounts to distribute"

Hi All, 

I can't seem to fix this issue.  Please suggest where I should look for the root cause/why the system is complaining.  Thanks so much!

When clicked on the Financial tab>Distribution, I see an account and amount.
