Billing T&M creates two separate invoice proposals

Hello All,

We are trying to process an invoice on a Time and Material project, but it creates 2 separate invoice proposals (for the same project). We have created multiple invoice proposals recently without encountering this issue. Any idea what makes this particular project create 2 distinct invoice proposals?
